Step 1: Check Your Eligibility
Before applying, ensure you meet the following baseline requirements set by ICBC:
- You are 19 years of age or older.
- You have a full-privilege Class 5 or 6 license.
- Your driving record has fewer than 4 penalty points in the past 2 years.
- You have no motor vehicle-related Criminal Code convictions in the past 3 years.
Step 2: Prepare for the Knowledge Test
The Class 4 knowledge test is a written exam that covers the Driving Commercial Vehicles manual. It focuses on safety, passenger management, and commercial road rules.

Step 3: Submit Your Application & Take the Knowledge Test
Visit an ICBC driver licensing office to submit your application. You will need to bring primary and secondary ID. At this visit, you can also take your knowledge test. The fee is currently $15 per attempt.
Step 4: The Driver's Medical Examination
Once you pass the knowledge test, ICBC will provide you with a Commercial Driver's Medical Confirmation form. You must take this to a doctor to be completed. There is usually a fee (around $80-$150) charged by the doctor for this service. This ensures you are physically fit to transport passengers safely.
Step 5: Book and Pass Your Road Test
After your medical is approved, you can book your road test. The road test includes:
- Pre-Trip Inspection: A verbal and practical demonstration of vehicle safety checks.
- On-Road Driving: Testing your ability to handle a commercial vehicle in various traffic conditions.
Make sure you bring a vehicle that is appropriate for the license class you are seeking (Restricted or Unrestricted).
Step 6: Get Your License
Once you pass the road test, you'll pay a licensing fee and receive your new Class 4 commercial driver's license!
